CITY OF ERIE
FIVE YEAR CONSOLIDATED PLAN FOR PERIOD FY 2025-2029 AND
FY 2025 ANNUAL ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
HOME INVESTMENT PARTNERSHIPS PROGRAM
EMERGENCY SOLUTIONS GRANT PROGRAM
Notice is hereby given that the City of Erie is currently preparing its Five-Year Consolidated Plan for FY 2025-2029. The City will apply for FY 2025 Community Development Block Grant (CDBG) funds, Home Investment Partnerships (HOME) funds, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). The City will conduct public hearings on the use of CDBG, HOME, and ESG funds received from HUD for the five-year period FY 2025-2029 and for FY 2025. In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., the City will prepare a Consolidated Plan and Annual Plan, which will be submitted to HUD on or before May 15, 2025, or at such time as instructed by HUD.
The purpose of these hearings is to obtain the views and comments of citizens, public agencies and other interested persons relative to housing and community development needs that may be addressed by CDBG, HOME, and ESG funds during the next five years. The hearings will be held at the following locations and times:

10:00 a.m. and 6:00 p.m.
The Municipal Building is accessible to persons with physical disabilities. The City will provide appropriate accommodations for Disabled and Limited English Proficient (LEP) persons. The City of Erie expects to publish a summary of its proposed Five-Year Consolidated Plan for FY 2025-2029 and Annual Action Plan for FY 2025 on or about April 7, 2025. A copy of these documents will be placed on public display for a thirty-day review period beginning on or about April 7, 2025. A second public hearing will be duly advertised and conducted to present the proposed plan to the public. The City will consider comments on the proposed plan prior to adoption by City Council in early May 2025. The City intends to submit its Five-Year Consolidated Plan and Annual Action Plan to HUD on or before May 15, 2025, or at such time as instructed by HUD.
