Help Shape Erie’s Future: Provide Input on Housing & Community Development Plans

The City of Erie is in the process of preparing our Fiscal Year (FY) 2025-2029 U.S. Department of Housing and Urban Development (HUD) Five-Year Consolidated and 2025 Annual Action Plans. These plans outline the use of the City’s federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funding. The purpose of this funding is to help improve the housing and living conditions of city residents, especially low- and very low-income households, homeless persons, and persons with special needs. The plans can also be used to upgrade and improve public and community facilities in the city, improve and expand public services for the residents of the city, and promote economic development opportunities for all city residents. 

As a part of the process, the City is seeking input from city residents, social service providers, and community stakeholders, regarding priorities relative to housing, economic, and community development needs for the FY 2025 annual plan and the five-year period covering FY 2025-2029.

Broadly, these funds are used for after-school programs, summer youth camps at community centers, parks and recreation, tree removal and replacement, street reconstruction, re-entry services, drug and alcohol programs, economic development, housing rehabilitation, shelters, transitional living facilities, rapid re-housing, and programs for first-time homebuyers.

In the event that residents and stakeholders were unable to participate in last week’s public hearings to share their input on priority needs for the use of CDBG, HOME, and ESG funds, there is still time to provide feedback.

The survey will remain open through February 14.

This input will be incorporated into the City’s plan which will guide funding priorities for the next five years.

In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., once the City finishes preparing the Consolidated Plan and the Annual Plan, the City will hold two public meetings and the plans will be posted for public comment for 30 days. The City will submit the plans to HUD on or before May 15, 2025, or at such time as instructed by HUD.
