NOTICE OF PUBLIC HEARINGS CITY OF ERIE 5-YEAR CONSOLIDATED PLAN, 2025 ANNUAL ACTION PLAN, CDBG, HOME, ESG

Notice is hereby given that the City of Erie has prepared its Five-Year Consolidated Plan for FY 2025-2029.  The Five-Year Plan outlines the City’s housing and non-housing community development needs and priorities for the next five years.  The Annual Plan for FY 2025 describes how the City intends to expend approximately $2,855,318 Community Development Block Grant (CDBG) funds, $764,318 Home Investment Partnerships (HOME) funds, and $267,205 Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD).   These are estimated amounts.  Actual allocation amounts will be reflected in the final plan submitted to HUD. 

The Five-Year Consolidated Plan for FY 2025-2029 and the proposed use of funds outlined in the FY 2025 Annual Plan were developed after conducting focus group meetings with area service providers, analyzing results from a questionnaire that was distributed to local housing and homeless providers, holding public hearings, and the review of requests from local service providers identifying needs.  The FY 2025-2029 Consolidated Plan and FY 2025 Annual Action Plan contain the following major components:

  1. Identification of housing and non-housing community development needs and priorities over the next five years within the City.
  2. Identification of federal and non-federal resources reasonably expected to be made available during the program year to undertake activities identified in the proposed Five-Year Consolidated Plan for FY 2025-2029.
  3. A list of activities to be undertaken during the FY 2025 program year to address community development and housing needs including the geographic distribution of activities to be completed.
  4. Identification of homeless and special needs activities to be undertaken during the 2025 annual program period to address identified needs within the City.

In order to obtain the views of citizens, public agencies, and other interested parties, the City has placed its proposed FY2025-2029 Five-Year Consolidated Plan and Annual Action Plan for FY 2025 on public display online at https://cityof.erie.pa.us/ and at the following locations:

  • Department of Economic and Community Development; 626 State Street; Erie, PA
  • Booker T. Washington Center; 1720 Holland Street; Erie, PA
  • Martin Luther King Jr Center; 312 Chestnut Street; Erie, PA
  • John F. Kennedy Center; 2021 East 20th Street; Erie, PA
  • Blasco Library; 60 E Front Street; Erie, PA

The plan will be available for review during normal operational hours beginning on April 11-May 10, 2025.  Public comment on the proposed Consolidated Plan and Action Plan can be directed to the Department of Economic and Community Development; 626 State Street; Erie, PA.  Comments received before 4:00 p.m. May 10 will be considered.

Notice is also given that the City of Erie will hold two public hearings on May 5, 2025, at 10:00 a.m. and 6:00 p.m.  Both hearings will be held at City Hall, 626 State Street; Erie, PA.  This location is accessible to persons with disabilities.  The City will provide appropriate accommodations for Disabled and Limited English Proficient (LEP) persons.  Persons requiring special accommodations can make arrangements by contacting the City of Erie Department of Economic & Community Development at (814) 870-1270.  Please call at least five (5) calendar days prior to the meeting.  In addition, hearing impaired persons may call Pennsylvania Relay at 711. The purpose of these hearings is to obtain the views and comments of citizens, public agencies and other interested persons relative to housing and community development needs that may be addressed by CDBG, HOME, and ESG funds during the next five years. 

City Council is expected to act on the proposed FY 2025-2029 Consolidated Plan and Annual Action Plan for FY 2025 on May 21, 2025 at the regularly scheduled meeting at 10:00 A.M. in City Hall 626 State Street; Erie, PA.  In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., the City’s Consolidated Plan and Annual Plan will be submitted to HUD on or before June 1, 2025, or at such time as directed by HUD.
