1. Council File No. 16,182 Pending Official File Ordinance No. 38-2020
An ordinance amending the Codified Ordinances of the City of Erie Part OneAdministrative Code Title Seven – Employment Provisions; Pensions, Article 149,
Firefighters’ Pension Fund by amending Section 149.01(g) regarding who serves on
the Board of Managers.
2. Council File No. 16,183 Pending Official File Ordinance No. 39-2020An ordinance appropriating the sum of $190,000.00 from unappropriated and anticipated
received from a Commonwealth of Pennsylvania Greenway, Trails and Recreation
Program Grant for the McClelland Park Improvement Project Phase 3.
3. Council File No. 16,184 Pending Official File Ordinance No. 40-2020An ordinance in accordance with the 2020 City of Erie budget the sum of
$2,500,000.00 is appropriated from unappropriated and unanticipated revenue. This
amount is received by the City of Erie from the Erie Water Works as part of the lease
prepayment transaction.

1. Council File No. 16,185
An ordinance prior to the issuance of a demolition permit the contractor/owner must
comply with all code enforcement procedures and ordinances.
2. Council File No. 16,186An ordinance appropriating the sum of $108,745.71 from unappropriated and anticipated
revenue for the expenditure thereof (contribution is from the Department of Homeland
Security 2019 Fire Prevention and Safety Grant).
3. Council File No. 16,187An ordinance appropriating the sum of $102,500.00 from unappropriated and anticipated
revenue for the expenditure thereof (contribution is from the Department of Homeland
Security 2109 Fire Prevention and Safety Grant).

G. NEW BUSINESS1. A resolution authorizing and directing the proper City officials and the Erie County Tax Claim
Bureau to forgive and exonerate the below listed tax lien, together with all penalties, interest
and fees that have occurred against the identified property which was acquired by the
Redevelopment Authority of the City of Erie for purpose of mitigating blight.

2. A resolution authorizing and directing the proper City officials
Whereas, the Federal government through the Coronavirus Aid, Relief and Economic
Security (CARES) Act and the State government through the Act 24 of 2020 legislation
acknowledges that the Covid-19 pandemic has caused municipalities to make unbudgeted
expenditures in order to provide for the safety of their staff and residents.
Whereas, the Federal/State government have provided guidance on eligible use of the
funding through the Pennsylvania Department of Community and Economic
Development/US Department of the Treasury to the Erie County Department of Planning
and Economic Development.
Whereas, the Erie County Department of Planning and Economic Development has
provided information to all Erie County municipalities on the activities that are eligible for
grant funding and the process to request grant funding.
Whereas, the City of Erie has reviewed the Erie County CARES Municipal
Reimbursement Program guidelines and completed the application process provide by the
Erie County of Erie.
Whereas, the City of Erie has reviewed the completed application prior to submission to the
County or Erie and finds it to be in good order; and
Whereas, the City of Erie agrees to the terms and conditions set forth in the application
portal.
It is hereby resolved by City Council approves the filing of an application for Erie County
CARES Municipal Reimbursement Program.
3. A resolution authorizing and directing the proper City officials to allow the custodian of the
City of Erie Water Reserve Fund Account to release the amount of $476,370.74 payable
to the City of Erie Capital Fund paid through October 31, 2020.
4. A resolution that the proposed Repository sale of property commonly known as 513 East
14th Street, Erie, PA and identified by Erie County Assessment Index Number 15-020-028.0-
119.00 by the Erie County Tax Claim Bureau to Charles Step, 515 East 14th Street, Erie, PA
in the amount of $250.00 be hereby approved.
5. A resolution that the proposed Repository sale of property commonly known as “a vacant
property off of East 44th Street, 90×160.24, Erie, PA and identified by Erie County
Assessment Index Number 18-052-059.0-137.00 by the Erie County Tax Claim Bureau to
Allison Van Girder, 2727 East 44th Street, Erie, PA in the amount of $250.00 be hereby
approved.
6. A resolution that the proposed Repository sale of property commonly known as 516 East
24th Street, Erie, PA and identified by Erie County Assessment Index Number 18-050-0220-
126.00 by the Erie County Tax Claim Bureau to Zakie Al Mansur, 650 East 22nd Street in the
amount of $250.00 be hereby approved.TRANSFERS

salt for Bureau of Streets, in the amount of $48.47 per ton.
3. Mike D. Milano Contract & Construction, 441 Lincoln Avenue, Erie, PA 16505 for
various driveway aprons in the City of Erie in the amount of $7,800.00.
4. Bob Ferrando Lincoln Sales, Inc., 8868 West Ridge Road, Girard, PA 16423 for
two (2) 2021 Ford Police Utility Interceptors for $33,369.00 each for a total amount of
$66,738.00.
PURCHASE ORDERS
1. Path Master, Inc., 1960 Midway Drive, Twinsburg, OH 44087 for five (5) signal
controllers for the Department of Public Works at a total cost of $12,000.00.
2. Sullivan Supply Co., 1433 East 10th Street, Erie, PA 16503 for two (2) reels of
Piranha Jetter Hose & Hydraulic Hose Assembly Kits for the Bureau of Sewers at a
total cost of $4,369.34.
3. National Vacuum, 408 47th Street, Niagara Falls, NY, 14304 for the cleaning of
Boiler #1 at the Wastewater Treatment Plant, Bureau of Sewers at a total cost of
$2,750.00.
4. Industrial Furnace Co. (IFCO), 40 Humboldt Street, Rochester, NY 14609 to deslag Sewage Incinerator #1, replace six (6) thermos tubes and purchase two (2)
thermocouples at the Wastewater Treatment Plant, Bureau of Sewers at a total
amount of $13,587.41.
5. David Milano Construction, LLC, 2202 Zimmerly Road, Erie, PA 16506 for
materials only to repair a sanitary connection at 553 East 14th Street and repair storm
laterals at 140 West 10th street, 15th Street & Downing Avenue for the Bureau of
Sewers. $3,247.13 ( Material Cost Only) $2,303.70 (Material Cost Only)
6. CASCO USA, 2022 Filmore Avenue, Suite #18, Erie, PA 16506 for the purchase of
oil & oil filters for the Air Compressor Units at the Wastewater Treatment Plant,
Bureau of Sewers at a total amount of $2,034.92.
7. AXON Enterprises, Inc., 17800 N 85th Street, Scottsdale, AZ 85255 for (12)
additional dash cameras to be installed in the remainder of the Front Line Vehicles
for the Bureau of Police for a total amount of $15,552.00.
8. 3 Rivers Fire Equipment, 1319 Airbrake Avenue, Turtle Creek, PA 15145 for
equipment for Fire Rescue Pumper #13 for the Bureau of Fire at a total cost of
$14,296.31.
