An ordinance appropriating the sum of $49,375.00 from unappropriated and anticipated revenue received from the Penelec Sustainable Energy Fund ($25,000) and the Pennsylvania Energy Development Authority Restart Grant ($24,375) and providing for the expenditure thereof for the purchase  and installation of a solar photovoltaic system

for the Central Fire Station.

  1. Council File No. 16,211

An ordinance appropriating the sum of $1,000,000.00 from unappropriated and anticipated revenue to be received from the Commonwealth of Pennsylvania Department of Transportation.  The funds will be used to carry out the City of Erie Safe Routes to School Project through the Transportation Alternatives Set-Aside (TA Set- Aside) Program.  The funding will be used for updated signing, pavement markings, traffic control devices and sidewalk improvements that will enhance the safety of student walking routes in the City of Erie.

An ordinance appropriating the sum of $250,000.00 from unappropriated and anticipated revenue received from the Commonwealth of Pennsylvania Department of Transportation.  The funds will be used to carry out the Downtown Erie Active Transportation Project through the Transportation Alternatives Set-Aside (TA Set- Aside) Program.  The funding will be used to add bike lanes, crosswalks and a way-finding signage system throughout the City’s trail network.

An ordinance appropriating the sum of $28,799.00 from unappropriated and anticipated revenue and providing for the expenditure thereof. 2020 JUSTICE ASSISTANCE GRANT

  • Council File No. 16,214

An ordinance appropriating the sum of $75,000.00 to be received from the Pennsylvania Housing Finance Agency (PJFA)  and made available through the Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE).  The funding will be utilized to provide grants to low and moderate income owner occupants for repairs or improvements to their homes.

  1. A resolution sponsored by City Council President Ed Brzezinski that Erie City Council meets once monthly in July and hereafter on the third Wednesday of the month at 7:30 P.M. commencing on July 21, 2021.
  2. A resolution sponsored by Council member James Winarski, appointing Dave Palotas, 215 West 41st Street, Erie, PA 16508 to the Erie City Water Authority replacing Tom Kennedy.  Mr. Palotas’ term runs 3/1/2021 and will expire the first Monday of January 2026.
  3. A resolution sponsored by Council member James Winarski, appointing Ken Brasington, 3928 Cochran Street, Erie, PA 16508 to the Civil Service Board replacing Fred Rush whose term has expired.  Mr. Brasington’s term will expire on 3/31/2025.
  4. A resolution sponsored by Council member Michael Keys, appointing Tony Ratcliffe Jr., 420 Hess Avenue, Erie PA 16507 to serve on the Civil Service Commission as an alternate.  His term will expire 3/31/25.
  5. A resolution sponsored by Council member Liz Allen, appointing P.J. Monella, 715 Connecticut Dr., Erie, PA 16505 to the Zoning Hearing Board replacing Mike Hornyak whose term has expired. Mr. Monellas’s term will expire 12/31/2025.

  • A resolution sponsored by Council member Kathy Schaaf that Erie City Council hire Susan  Hockenberry Coaching and Consulting SGHock, LLC. To assist on helping Erie City Council to draft a Code of Civility. The cost of this will be $2,100, plus cost of published materials $500.
  • Receiving communication from Mayor Joe Schember and confirmed by Erie City Council that Julie Barry, 2113 Wagner Avenue, Erie, PA 16510 be hereby appointed to the Erie Metropolitan Transit Authority (EMTA) for a five-year term to replace board member Rick Griffith.  Ms. Barry’s term will expire 10/22/2025.
  • Receiving communication from Mayor Joe Schember and confirmed by Erie City Council that Ms. Toni Mazanowski, 2007 Prospect Avenue, Erie, PA 16510 be hereby appointed for a four- year term to the City of Erie Planning Commission to replace Erica Jenkins whose term has expired.  Ms. Mazanowski’s term will expire December 31, 2024.
  • Receiving communication from Mayor Joe Schember and confirmed by Erie City Council that Colin Russ of 328 West 6th Street, Apt A, Erie PA  16507 be hereby appointed for a four-year term as an alternate to the City of Erie Planning Commission to replace Mary Rennie whose term has expired.  Mr. Russ’ term will expire December 31, 2024.
  • A resolution authorizing and directing that the Proper City Officials to submit the standard PennDOT form requesting authorization to install and operate flashing warning devices. Two (2) solar powered flashing beacon crosswalk signs will be added using funding from Saint Vincent at W 24th Street and Sassafras Street.
  • A resolution authorizing that the Proper City Officials the request of a Keystone Communities grant of up to $500,000 from the Pennsylvania Department of Community and Economic Development to be used for the City of Erie Enterprise Zone Revolving Loan Fund in partnership with Our West Bayfront, that will be lent to businesses for the purpose of property repairs and improvements.

Be it further resolved that the Applicant does hereby designate the City’s Economic Development Specialist and the City of Erie Grant Writer as authorized officials to facilitate and assist in obtaining the requested grant, and future documents as necessary, if the grant is awarded.
