A resolution sponsored by Council Member Kathleen Schaaf that the Mayor and other appropriate City Officials are hereby authorized to submit a Combined Business Plan and Full Application to the Commonwealth of Pennsylvania Office of the Budget for a Redevelopment Assistance Capital Program (RACP) for the UPMC Park Upgrades RACP (previously approved by Council on the 19 of September 2018) with the addition of $1.5M in funding allocated for the UPMC Park Clubhouse.
Further resolved, that the City of Erie hereby designates the Director of the City of Erie Department of Economic and Community Development (DECD) and the Economic Development Specialist of DECD as the Authorized Officials to execute all documents and agreements for the City of Erie.
Further resolved, that the above City officials are hereby authorized to add an addendum to the existing cooperation agreement between the City of Erie and Erie County Convention Center Authority in regards to the Redevelopment Assistance Capital Program (RACP) Grant UPMC Park Upgrades for the additional $1.5M for Clubhouse funds for the project.
2. A resolution sponsored by Council Member Kathleen Schaaf WHEREAS, under
Title I of the Housing and Community Development Act of 1974, as Amended, the Secretary of the U.S. Department of Housing and Urban Development is authorized to extend financial assistance to communities for the elimination or prevention of slums or urban blight, or activities which will benefit low and moderate income persons, or other urgent community development needs;
NOW, THEREFORE, the City of Erie proposes to amend its Proposed FY2021
Annual Plan for Community Development Block Grant (CDBG) due to a formula allocation error in the originally announced FY2021 CDBG formula allocation of $3,164,753 to $3,211,390 in accordance with the regulations and requirements of the U.S. Department of Housing and Urban Development (HUD). The City of Erie has also updated the Citizen Participation Plan (CPP), which outlines the City’s responsibilities for obtaining citizen comments on the Consolidated Plan, Annual Plans, Annual Amendments, and Analysis of Impediments to Fair Housing Choice, the Consolidated Annual Performance and Evaluation Report (CAPER) and any Section 108 loan applications, should the City undertake one.
The required 30-day Public Comment period was waived by HUD to three (3) Days to will eliminate further delays and expedite grantees’ ability to Incorporate the increase in funding caused by the FY2021 allocation error that affects all CDBG grants except for Insular Area Grantees. Copies of the proposed amendment were available for viewing during the required 3-day public comment period on the City of Erie’s website at cityof.erie.pa.us and copies of the updated Citizen’s Participation Plan could be obtained by emailing dsmith@erie.pa.us.
