  1. Council File No. 16,260
    An ordinance appropriating the sum of $15,000.00 from unappropriated and
    unanticipated revenue for the expenditure thereof (contribution is from the Mercy
    Terrace Apartments for the purchase of Police, Fire and winter maintenance equipment.
  2. Council File No. 16,261
    An ordinance appropriating the sum of $393,434.00 from unappropriated and
    unanticipated revenue for the expenditure thereof in the Risk Management Fund. This
    amount equals the insurance reimbursements from the previous year’s claims.

  7. A resolution sponsored by Mel Witherspoon, seconded by Liz Allen to make an honorary
    designation of West 20th Street and Peach Street as “Celestine Davis Way,” in
    recognition of her many contributions to our community as an Erie School District teacher
    and for her leadership in championing the need to learn, understand and communicate
    about Erie’s Black History.
  8. That pursuant to the provisions of PA 47 P.S. 4-461 (b.3) and a public hearing held
    January 19, 2022, the request to transfer Liquor License R-19292 from Asian King 1,
    Inc., 5901 West Ridge Road, Erie, PA to How Nice, LLC (Local Eat & Pour) 1201 State
    Street, Erie, PA be hereby approved.
  9. A resolution that the following members of Erie City Council are hereby being
    assigned to the Erie Area Council of Governments (EACOG) as of February 2022:
    Liz Allen-COG Delegate, Jasmine Flores-1st Alternate, Ed Brzezinski-COG Alternate,
    Chuck Nelson-COG Alternate, Michael Keys-COG Alternate, Maurice “Mo” Troop-COG

  10. A resolution receiving the communication from Attorney John Mehler, 100 State Street,
    Suite 700 requesting, requesting City Council approval for the transfer of Liquor License

    Hwy., Corry, PA and located in Township of Wayne, County of Erie, PA to Cashier’s

    P.S.4-461(b.3) the City Clerk is authorized and directed to advertise for a public hearing
    on Wednesday, February 16, 2022 at approximately 8:00 P.M. to hear testimony

    Authorities pursuant to Act 339 listing the names, positions and salaries of their respective
    employees for the six month period ending December 31, 2022 be hereby received and

  12. A resolution authorizing and directing the Proper City Officials to file a County Aid
    application for the reimbursement of Liquid Fuels Tax money for 2022 in the amount of
    $108,211.00.
  13. A resolution authorizing and directing the Proper City Officials to execute an Easement
    Agreement between the City of Erie and City Supply – A Division of Erie Apparel, 431
    State Street, Erie, PA 16501, Index (14) 1002-217, in compliance with the attached City
    Engineer’s metes and bounds description locating a sign.
  14. A resolution authorizing and directing that the Proper City Officials to issue an
    agreement to Environmental Systems Research Institute, Inc. (ESRI), 380 New York
    Street, Redlands, CA 92373-4175 for a three-year contract for Small Government Term
    Enterprise License Agreement at an annual amount of $55,000.00, ESRI Enterprise
    Advantage program for an annual subscription of $9,400 and one payment for additional
    Learning and Service Credits of $30,000.00 for the Department of Planning and
    Neighborhood Resources. Funding is provided by the City’s approval of ARP funding for
    Digital Transformation.
  15. A resolution authorizing and directing that the Proper City Officials to issue a Software
    License and Maintenance agreement to Cityworks (a.k.a Azteca Systems) 11075
    South State, Suite 24, Sandy UT 84070 for a three-year contract in the amount of
    $72,450.00 annually for the Department of Planning and Neighborhood Resources.
    Funding is provided by the City’s approval of ARP funding for Digital Transformation.
  16. A resolution authorizing and directing that the Proper City Officials to issue an
    agreement to Timmons Group Geospatial Solutions, 1001 Boulders Parkway, Suite
    300, Richmond VA 23225, in the amount of $324,300.00 for the Department of Planning
    and Neighborhood Resources. Funding is provided by the City’s approval of ARP
    funding for Digital Transformation and in part by the Commonwealth of Pennsylvania
    through their Strategic Management Planning Program Grant.
  17. A resolution authorizing and directing that the Proper City Officials WHEREAS, CITY OF
    ERIE (“Applicant”) desires to undertake the project, “City of Erie Comprehensive
    Recreation, Parks & Greenway Plan” (:Project Title”); and
    WHEREAS, the applicant desires to receive from the Department of Conservation and
    Natural Resources (“Department”) a grant for the purpose of carrying out this project;
    and;
    WHEREAS, the application package includes a document entitled “Terms and
    Conditions of Grant” and;
    WHEREAS, the applicant understands that the contents of the document entitled
    “Terms and Conditions of Grant,” including appendices referred to therein, will
    become the terms and conditions of a Grant Agreement between the applicant and
    the Department if the applicant is awarded a grant; and
    NOW THEREFORE, it is resolved that:
  18. The grant application may be electronically signed on behalf of the applicant by
    “Katherine Wyrosdick” who, at the time of signing, has a TITLE of “Director of
    City of Erie Planning Department” and the email address of
    “kwyrosdick@erie.pa.us”.
  19. If this Official signed the Grant Application Electronic Authorization prior to the
    passage of this Resolution, this grant of authority applies retroactively to the date
    of signing.
  20. If the applicant is awarded a grant, the Grant Application Electronic Authorization,
    signed by the above Official, will become the applicant/grantee’s executed signature
    page for the Grant Agreement, and the applicant/grantee will be bound by the Grant
    Agreement
  21. The Official who, at the time of signing of the amendment, has the “TITLE” specified
    in paragraph 1 may sign any amendment to the Grant Agreement on behalf of the
    grantee and the grantee will be bound by the amendment.
  22. A resolution authorizing and directing that the Mayor and other appropriate City Officials
    To submit an Enterprise Zone renewal application and five-year strategy to the
    Pennsylvania Department of Community and Economic Development, under the
    Keystone Communities Program for the purpose of renewing the City of Erie’s
    Enterprise Zone status.
  23. A resolution that the proposed Repository sale of property commonly known as West
    17th Street 30×32 Rear of 911, identified by Erie County Assessment Index Number 16-
    030-043.0-142.00, by the Erie County Tax Claim Bureau to Aaron Feaster, 911 West
    17th Street, Erie, PA in the amount of $250.00 be hereby approved.
  24. A resolution that the proposed Repository sale of property commonly known as 528 E
    25 ST., 45X128, identified by Erie County Assessment Index Number 18-050-023.0-
    223.00, by the Erie County Tax Claim Bureau to Daniel Fiore, 2001 Wallace Street,
    Erie, PA in the amount of $250.00 be hereby approved.
  25. A resolution that the proposed Repository sale of property commonly known as Buffalo
    Rd Lot 6, 40X105, identified by Erie County Assessment Index Number 18-051-001.0-
    207.00, by the Erie County Tax Claim Bureau to Tonya Howard-Festa, 1263 Buffalo
    Road, Erie, PA in the amount of $250.00 be hereby approved.
    16.That receiving the petition submitted by abutting property owners requesting the
    vacating and closing of a portion of West Lakeview Blvd. This was a planned
    extension of West Lakeview Blvd situated west of Sassafras Street, which turns
    into West Grandview Blvd. This section would have connected West Lakeview
    Blvd with Glenwood Park Ave/Route 505 and was never completed. This
    request is hereby received and referred to the City Planning Commission for
    recommendation and report thereon. (Accompanied by the requisite filing fee of
    $300.00)
