NOTICE OF DISPLAY OF PLAN FOR FY 2023 ANNUAL ACTION PLAN, CITY OF ERIE, PA
Notice is hereby given that the City of Erie has prepared its proposed Annual Action Plan for FY 2023. The Annual Plan for FY 2023 describes how the City intends to expend the proposed $3,040,237 Community Development Block Grant (CDBG) funds, $933,497 Home Investment Partnerships (HOME) funds, and $273,428 Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). In addition, the City expects to receive $5,000 in CDBG Program Income.
In order to obtain the views of citizens, public agencies, and other interested parties, the City has placed its proposed Annual Action Plan for FY 2023 on public display online at https://cityof.erie.pa.us and in the following locations during normal operational hours beginning on March 17, 2023- April 17, 2023:

The proposed Annual Action Plan for FY 2023 will be available for public review for 30 days. Public comment on the proposed Annual Plan can be directed to the Department of Economic and Community Development; 626 State Street, Room 404, Erie, PA or to dsmith@erie.pa.us.
The FY 2023 Annual Action Plan contains the following major components:
- Identification of housing and non-housing community development needs and priorities over the next two (2) years within the City.
- Identification of federal and non-federal resources reasonably expected to be made available during the program year to undertake activities identified in the proposed Five-Year Consolidated Plan for FY 2020-2024.
- A list of activities to be undertaken during the FY 2023 program year to address community development and housing needs including geographic distribution of activities to be completed.
- Identification of homeless and special needs activities to be undertaken during the 2023 annual program period to address identified needs within the City.

City Council is expected to act on the proposed FY 2023 Annual Action Plan on April 19, 2023 or May 3, 2023 at their regularly scheduled meeting at City Hall, 626 State Street, Erie, PA. In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 25 CFR Part 91, et. al., the FY 2023 Annual Action Plan will be submitted to HUD on or before May 13, 2023.
