NOTICE OF PUBLIC HEARINGS – FY2024 PROPOSED ANNUAL ACTION PLAN, CDBG, HOME, and ESG

Notice is hereby given that the City of Erie is currently preparing its Proposed Annual Plan for FY 2024.  The City will apply for FY 2024 Community Development Block Grant (CDBG) funds, Home Investment Partnerships (HOME) funds, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). The City will conduct public hearings on the use of CDBG, HOME, and ESG funds received from HUD for FY 2024.  In accordance with the Final Rule for consolidation of the CDBG, HOME, and ESG Programs, 24 CFR Part 91, et. al., the City will prepare a FY 2024 Annual Plan, which will be submitted to HUD on or before May 13, 2024. 

The purpose of these hearings is to obtain the views and comments of citizens, public agencies and other interested persons relative to housing and community development needs that may be addressed by CDBG, HOME, and ESG funds during the next fiscal year.  The hearings will be at City Council Chambers 626 State Street, City Hall, live streaming on CityofErie YouTube and Facebook page at the following date and times:

Monday, March 4, 2024

                                    10:00 a.m. and 6:00 p.m.

The hearings are open to the public. Persons wishing to submit comments or questions can do so via in person or by email to dsmith@erie.pa.us. 

The City expects to publish a summary of its proposed Annual Action Plan for FY 2024 on or about March 25, 2024.  A copy of these documents will be placed on public display for a thirty-day review period beginning on or about March 25, 2024.  A second public hearing will be duly advertised and conducted to present the proposed plan to the public.  The City will consider comments on the proposed plan prior to adoption by City Council in early May 2024.  The City intends to submit its Annual Action Plan to HUD on or before May 13, 2024.
